<p>Of particular relevance for <a target="_blank" href="https://www.transportplanningassociates.co.uk/contact/"><strong>transport consultants</strong></a>, however, were the transport-related elements of His Majesty King Charles III’s most gracious speech, which revealed much about the new Government’s agenda for the 2024-25 parliamentary session. </p>
<p>While they were far from the <em>only</em> proposed pieces of legislation of interest to stakeholders in the UK’s highways and transport infrastructure, the below five bills announced in the King’s Speech look set to shape much of the Starmer ministry’s approach to this aspect of national life.  </p>
<p><strong>The Planning and Infrastructure Bill</strong> </p>
<p>Having criticised the UK’s present planning regime as “a major brake on economic growth”, the Government has described reformation of the planning system as important for “unlocking” such growth, “enabling us to deliver both the housing and critical infrastructure that communities need.” </p>
<p>With these priorities in mind, the Planning and Infrastructure Bill is geared towards speeding up and streamlining the planning process to assist with the construction of homes and the delivery of major infrastructure projects. </p>
<p>The Government has said that the Bill will improve the planning system at local level, in addition to streamlining the delivery process for critical infrastructure and further reforming compulsory purchase compensation rules. </p>
<p><strong>The Passenger Railway Services (Public Ownership) Bill</strong> </p>
<p>As referenced by the King, this Bill relates to the Government’s commitment to “bring forward legislation to improve the railways by reforming rail franchising… and bringing train operators into public ownership”. </p>
<p>This proposed legislation has been described by ministers as “an early step” towards delivering a broader reform package. It will amend existing railways legislation to make the appointment of a public-sector operator the default position, instead of a last resort. </p>
<p><strong>The Better Buses Bill</strong> </p>
<p>This Bill is aimed at enabling local leaders to, as stated by the King, “take control of their local bus services.” It supports the Government’s manifesto commitment to reform the bus system through the delivery of new powers for local leaders to franchise local bus services. It will also lift the restriction on the creation of new publicly owned bus operators. </p>
<p>Again, the Government has emphasised the importance of “economic growth” in its summary of the Bill, which it has said will “help bring an end to the postcode lottery of bus services” and “give local leaders the tools they need to deliver better bus networks, at pace”. </p>
<p><strong>The Railways Bill</strong> </p>
<p>Central to the new Government’s agenda has been its pledge to establish a new state-owned company, Great British Railways, which will oversee all rail transport in Great Britain, subject to some exceptions, such as Merseytravel and Transport for London (TfL). </p>
<p>Sure enough, the Railways Bill is set to merge passenger services and network management into this single public body. </p>
<p>The Railways Bill will work alongside the initial Passenger Railway Services (Public Ownership) Bill. It will make legislative changes to, in the Government’s words, “comprehensively reform our rail sector – bringing track and train back together and planning services on a whole-system basis, to better deliver for passengers and freight customers, and to unlock growth”. </p>
<p><strong>The High Speed Rail (Crewe to Manchester) Bill</strong> </p>
<p>The new Government has stated that it is not reversing the decision to cancel HS2’s second phase. It <em>is</em>, however, repurposing this Bill to provide powers to build and operate rail projects that enhance east-to-west connectivity across northern England. </p>
<p>Powers are also incorporated into this Bill to enable new rail infrastructure in Manchester and the nearby area, encompassing new stations at Manchester Piccadilly and Manchester Airport. </p>

However, this is not quite the unequivocal cause for celebration that some observers might initially imagine it to be. </p>
<p>As recently reported by <em>Yahoo! Finance</em>, tourists have been heading to Japan in big numbers with a particular goal on their minds: splurging on desirable clothes and handbags at prices somewhat lower than those to which they are accustomed back home.</p>
<p><strong>An unexpected growth driver for the Japanese Government – but luxury brands aren’t so happy</strong>  </p>
<p>During June, the east Asian country attracted a record 3.1 million foreign visitors, according to official data. This has put the state on track to exceed an annual record of nearly 32 million visitors from other countries set in 2019, prior to the COVID-19 pandemic halting global travel. </p>
<p>The Japanese Government anticipates that tourists in the country will spend some eight trillion yen (around $54.74 billion) during 2024. This would be a significant fillip for a state where the ageing population has meant a relative lack of other growth drivers. </p>
<p>However, the situation presents a headache to global luxury brands. Such a discrepancy in their goods’ pricing between Japan and elsewhere in the world has arisen due to a weak yen, the currency’s recent sell-off having caused it to reach a 38-year low against the US dollar before recovering ground. </p>
<p><strong>A challenging dilemma for luxury brands with a Japanese presence</strong> </p>
<p>Shoppers from Asia and beyond have cottoned onto the news of these prestige brands’ products often being cheaper in dollar terms in Japan than elsewhere, which has fuelled a tourist boom. </p>
<p>However, the brands themselves are taking hits to their profits as a result – and the volatility of the yen makes it tricky for them to put up the prices of their designer products to accurately reflect the currency. It seems that many brands, then, are forced to make do with lower margins in Japan, at least while they hope for a greater recovery for the yen. </p>
<p>The <em>Yahoo! Finance</em> report cited the example of Louis Vuitton’s Alma BB handbag, which it said was priced at 14,800 yuan in China – the equivalent of $2,050. The same item was available in Japan for 279,400 yen, which worked out as $1,875. </p>
<p>The sales of luxury spirits in Japan were also being fuelled with the help of tourists, according to French drinks maker Rémy Cointreau. The group’s CFO, Luca Marotta, stated on its first-quarter earnings call that lower margins were being seen on sales in the country. </p>
<p>Also cited in the report was the Switzerland-based luxury goods holding company, Richemont, which counts the likes of Cartier, Net-a-Porter, and Montblanc among its brands. The firm said there had been a nearly 60% rise in its Japan sales during 2024’s first quarter, with Chinese, Southeast Asian, and American tourists all contributing to this. </p>

This confirms its commitment “to get Britain building” as set out on the opening of parliament. In this article, we examine the new planning proposals and other new legislation we can expect to directly or indirectly impact the residential property market in the coming months.</em></p>
<p>Deputy prime minister Angela Rayner introduced the government’s planning “revolution” by saying Britain is facing “the most acute housing crisis in living memory”. She said the UK’s housing target will increase to 370,000 a year, a steep rise from the 200,000 new homes predicted to be built this year. Despite this, the target for London will reduce from what Ms Rayner described as a “nonsense” target of 99,000 new homes to 80,000.</p>
<p><strong>How will the new housing targets be met?</strong></p>
<ol>
<li><p>The government will make it easier to build on low-quality green belt land, which will be reclassified as “grey belt”. This will include land on the edge of existing settlements or roads, as well as old petrol stations and car parks. Development on grey belt land will be subject to new “golden rules” requiring a provision of 50% affordable housing, with a focus on social rent. The rules will also require increased access to green spaces and appropriate infrastructure, such as schools and doctors’ surgeries.</p>
</li>
<li><p>If local authorities do not have up-to-date plans or fail to enable sufficient new housing to meet local targets, housebuilders can bring forward proposals to build on grey belt land.</p>
</li>
<li><p>Local housing targets will become mandatory for the first time rather than advisory. New rules will change the standard method used to calculate housing needs so that it better reflects the urgency of supply in local areas. This new method will require local authorities to plan for homes proportionate to the size of existing communities. Councils will also have to review their green belt if needed to meet housing targets.</p>
</li>
<li><p>The government has committed to “go further in building genuinely affordable homes”. It says part of this must come from developers, and the housing minister will meet the major developers so that they “commit to matching our pace of reform”. In addition, there will be changes to Right to Buy, giving councils more flexibility to build and buy more social homes.</p>

<p><strong>What other new legislation affecting the residential property market can we expect?</strong></p>

<p>In its pre-election manifesto, the Labour Party made other pledges should it win the election, and we can expect these to be introduced in the near future. These include:</p>
<ol>
<li><p>The stamp duty nil rate band for first-time buyers will revert to £300,000 from the temporary level of £425,000 introduced in November 2022. The Conservative government had planned to make this change permanent. Overseas buyers will also pay a 1% stamp duty surcharge.</p>
</li>
<li><p>The Labour Party did not rule out increasing capital gains tax (CGT), and if it does, this could impact landlords. It has said, however, that it will not charge CGT on primary residences. Any changes to CGT could be introduced in the new government’s first budget.</p>
</li>
<li><p>The manifesto pledged to abolish non-dom status in order to address unfairness in the tax system. It says it will also end the use of offshore trusts to avoid inheritance tax so that everyone who lives in the UK pays their tax here. Having said that, the government will be cautious about driving wealthy individuals from the country, so it is likely to proceed with caution.</p>

<p><strong>What do we mean by ‘water balance’ in swimming pools?</strong> </p>
<p>When sources such as our own online store for <a target="_blank" href="https://poolwarehouse.uk.com/index.php/product-category/swimming-pool-chemicals/"><strong>swimming pool chemicals</strong></a> refer to “water balance”, they are referring to the practice of keeping the pH, total alkalinity, calcium hardness, and total dissolved solids in the water at the proper levels. </p>
<p><strong>Your pool’s pH level falling too low or too high could have serious consequences</strong> </p>
<p>The most critically important element of swimming pool water chemistry is pH, given the profound impact it has on every other chemical balance in the water. The 14-point pH scale – from zero for strong acid, right through to 14 for strong alkaline – allows for easy understanding of this aspect of pool chemistry. </p>
<p>Although it might seem logical to aim for a pH neutral level – in other words, 7 on the aforementioned scale – when you are trying to optimise your pool water balance, it is actually a slightly alkaline level, of 7.2 to 7.6, that is ideal. </p>
<p><strong>Major risks can arise when pH is either too high or too low:</strong> </p>
<p>[if !supportLists]·         [endif]<strong>A pH level of below seven</strong> indicates especially acidic water. It is a level at which the eyes and skin become irritated, and the heater element and other metal fittings on the pool may corrode. Stains may be left on the walls due to dissolved metals, and the liner is likely to become wrinkled. </p>
<p>[if !supportLists]·         [endif]<strong>A pH level of more than eight</strong> indicates water with particularly high alkalinity. This pH level, too, can irritate the skin and eyes, and you will likely notice such visual signs as cloudy pool water and the walls becoming discoloured. Chlorine activity also won’t be as fast and efficient as it would be at a more balanced level, and the filter may become overworked – perhaps even choked. </p>
<p><strong>But the pH level itself isn’t the only factor you need to be concerned with</strong> </p>
<p>Such is the complexity of the task of maintaining good overall water balance in your pool, there are other aspects that you will need to be well-informed about. </p>
<p>One such aspect is total alkalinity (TA), which effectively measures the resistance of water to change in pH. The level of TA that pool owners should be aiming at is between 80 and 140 parts per million (ppm). </p>
<p>An overly low TA level will mean that pool pH is unstable and difficult to maintain, being prone to change rapidly when chemicals or impurities are introduced to the water. If, on the other hand, the TA is too high, it will be difficult to adjust the pH level in the pool. </p>
<p>Then, there is the matter of water hardness, which relates to the amount of dissolved calcium in the pool water. Overly high water hardness levels will lead to scale formation, whereas if they are too low, the pool surfaces and equipment will inevitably corrode. </p>
<p><strong>A proactive and diligent approach to swimming pool water chemistry is crucial</strong> </p>
<p>To return to the question we posed at the top of the article, then, if you fail to maintain swimming pool water balance, various adverse effects will typically occur. These will bring serious consequences for not only the condition and longevity of your pool, but also how healthy and safe it is to actually enter the water. </p>
